Let’s look at one of the most well-known programs, the Western Undergraduate Exchange (WUE), and explore similar opportunities nationwide.
The Western Undergraduate Exchange (WUE): A Smart Choice for Western State Students
The Western Undergraduate Exchange (WUE), coordinated by the Western Interstate Commission for Higher Education (WICHE), allows students from 15 Western states to attend participating out-of-state institutions at a reduced tuition rate—typically 150% of the in-state tuition rather than the full nonresident cost. That can mean savings of $7,500 or more per year!
For example, if you’re a Colorado student considering Oregon State University, the numbers look like this:
Oregon resident tuition: $12,045 per year
Standard out-of-state tuition: $36,015 per year
WUE tuition rate: $18,068 per year (a savings of nearly $17,947 annually!)
To qualify, students must be residents of one of the 15 participating states (Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington, and Wyoming) and apply to one of the 145 participating institutions. However, each school may set additional eligibility requirements, such as minimum GPA or test scores, major restrictions, or limited award availability. Be sure to check with each school directly and indicate your interest in WUE when applying.
*Read the fine print: there are limits to what majors students can use this WUE exchange program for. An example is the University of Arizona; the following majors, Mining Engineering (Bachelor's) and Natural Resources (Bachelor's) are the only WUE-eligible programs, not the rest of the majors at the college. If these programs are a good fit for you, they are worth looking into. Otherwise, you will likely want to review other WUE savings finder schools with other majors that align with your interests.

More Regional Tuition Exchange Programs Across the U.S.

1. Midwest Student Exchange Program (MSEP)
Residents of Illinois, Indiana, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, and Wisconsin can access reduced tuition at over 70 participating institutions in the Midwest. Students typically pay no more than 150% of in-state tuition at public colleges or receive a 10% discount at private colleges.

For students in Southern states, the Academic Common Market offers in-state tuition rates for out-of-state programs that aren’t available in their home state. This program is open to residents of 15 Southern states, including Alabama, Arkansas, Delaware, Florida, Georgia, Kentucky, Louisiana, Maryland, Mississippi, Oklahoma, South Carolina, Tennessee, Texas, Virginia, and West Virginia.
